BEFORE YOU START

Please make sure you are prepared before embarking on an  evaluation or monitoring exercise. We advise you work through the following steps:

Step 1
You have decided whether you will be using the ELOM for monitoring or evaluation purposes.

Step 2

You have used the Evaluability Checklist if you intend evaluating your programme, to make sure you are ready for ELOM assessments.

Step 3

You have applied for a supported ELOM assessment if needed.

Step 4

You have sufficient resources for ELOM assessments – financial, human and time.

Step 5

You have sufficient ELOM accredited assessors speaking the children’s home language (either a trained accredited ELOM assessor or a registered OT, psychometrist, clinical or educational psychologist.

Step 6

You have sufficient ELOM kits and tablets, or paper based scoring sheets, or have requested these with a month’s notice period.

Step 7

If you are conducting a study for research purposes, you have ethical clearance from an Ethics Committee or Institutional Review Board (IRB).

Step 8

You have collected parent / guardian consent forms from the children you plan to assess.

Step 9

Use the ELOM. There are two options for using the ELOM:

 

  1. Independently in which data is collected, analysed and managed by the research team/organisation.
  2. With limited support from the ELOM team in which data is managed and analysed, and a summary of ELOM results is provided. Innovation Edge can provide this support to a limited number of studies that contribute to evidence about the effectiveness of different forms of ECD programming. Those that require support, may apply for support. Applications must be accompanied by an outline of the research or evaluation study that includes the purpose, design and timeframe. Successful applicants will be required to provide the data as well as any publications from their study for curation. This will enable secondary analyses that will contribute to the knowledge base on ECD and ECD programming.

Step 10

Persons and organisations using the ELOM for research and programme evaluation purposes are required to complete the ELOM User and Data Curation Agreement and send this to us.
